Some folks may be partial to rooms on a lower floor for serious reasons like a fear of heights or for safety concerns, especially post-9/11. Other low-floor advocates might cite convenience as a factor, since squeezing your luggage into an elevator and lugging it to your room on the 40th floor can be a pain.
And yes, you have to factor in money. Some guests don't want to shell out additional Benjamins for a "deluxe city view" and would rather choose a cheaper room on a lower floor with a view of a brick wall if it means saving $20 to $30. Plus, if the hotel has a rooftop lounge or bar where you can take in the view, then all the more reason to save your pennies and hit up a lower floor.
Then again, you may feel silly getting off at the 4th floor while that gorgeous young man or woman in the elevator with you is riding pretty up to the 32nd.
