It is definitely difficult to think of partying in New Orleans when so many people are far away from any sort of real recovery.  However, the president of the New Orleans CVB recently said this:

It is hard to promote tourism because so many neighborhoods are suffering, but visitors don't realize how much they contribute to our recovery if they just come and have a good time.

Since tourists are still leery of a post storm Big Easy, and the annual Sugar Bowl will be held in Atlanta instead of New Orleans, hotel rooms and restaurant reservations will be incredibly easy and affordable to book, even last minute.

Loews New Orleans, one of the swankiest hotels in town, has rooms available for as little as $200 a night December 31-January 2.

On New Year's Eve, Jackson Square will be hosting a bunch of live bands, fireworks will be shot off over the Mississippi River, both of Emeril's restaurants will be open for business, and Par O'Brien's will be serving Hurricanes until at least 2am.  In fact, for the most part, the French Quarter withstood the Katrina winds and was never flooded.

There aren't many times in your life you can do a good deed by partying in the French Quarter.
